Search doesn't seem to be able to match annotations. I would love to have search not just expand to page meta-data but also the annotations I've left on pages.
It may not be obvious (or maybe even a bug) but in order to search for your annotations you go to the dashboard, and then select the "Highlights" tab.
Does that get you there?

Oh, that explains why I've been confused. As a new user, I totally assumed the search was global. The placeholder even says "Search your saved pages and notes".
More reasons to search globally:
I likely don't know whether my search term is to be found within page content or annotations
The current UI with the search bar at the very to suggests a global search, with the buttons beneath maybe being options to filter down results. I'd argue it's most commonly expected (and useful) to be presented as much (relevant) results first, and narrow down later when you have too many.
The "Web" tab (righly) also shows pages with highlighs. It's wrecking my head that there's a tab active that contains pages with and without annotiations, yet search only searches page content
